Role Overview
We are seeking an experienced Senior Expert – Business Development and Digital Studies to support strategic digital transformation initiatives within the government sector in Saudi Arabia. The successful candidate will lead business development initiatives, conduct digital transformation studies, and develop strategies that drive innovation, improve public services, and support large-scale digital transformation programs.
The ideal candidate will have a strong background in strategy consulting, business development, digital transformation, market research, and stakeholder management, with experience delivering high-impact initiatives for government entities or large organizations.
Key Responsibilities
• Lead and support business development initiatives aligned with organizational digital transformation objectives.
• Conduct market assessments, feasibility studies, benchmarking, and digital maturity assessments.
• Develop business cases, strategic roadmaps, and implementation plans for digital initiatives.
• Identify opportunities to improve public services through digital technologies and innovation.
• Perform research and analysis on emerging digital trends, technologies, and industry best practices.
• Prepare executive-level reports, presentations, and strategic recommendations.
• Collaborate with senior stakeholders to define business requirements and transformation priorities.
• Support strategic planning, policy development, and digital transformation programs.
• Facilitate workshops, stakeholder interviews, and strategy sessions.
• Monitor project progress and ensure deliverables are completed on time and to a high standard.
Required Qualifications
• Bachelor's degree in Business Administration, Information Systems, Computer Science, Engineering, Public Administration, or a related field.
• Master's degree (MBA or equivalent) is preferred.
• Minimum 9 years of professional experience in business development, digital strategy, management consulting, or digital transformation.
• Previous experience working with government or public sector organizations is highly preferred.
• Proven experience conducting business and digital studies, market research, and strategic assessments.
• Strong understanding of digital transformation frameworks, smart government initiatives, and emerging technologies.
• Experience developing business cases, feasibility studies, and strategic recommendations.
• Excellent analytical, problem-solving, and critical thinking skills.
• Strong presentation and report-writing capabilities.
• Excellent communication and stakeholder management skills.
• Ability to engage effectively with senior leadership and executive stakeholders.
Preferred Skills
• Experience supporting government digital transformation or Vision 2030-related initiatives.
• Knowledge of digital governance, operating models, and public sector transformation.
• Familiarity with AI, data analytics, cloud technologies, digital platforms, and emerging technologies.
• Experience with business process improvement and organizational transformation.
• Project Management certification (PMP, PRINCE2, Agile) is an advantage.
• Previous experience with a leading consulting firm (Big Four or equivalent) is preferred.
